The guy at the locksmith West Norwood said he used a very thin strip of metal shim to test the cam. I slide the shim across the top of the cylinder, into the lock case, and then slowly turn the plug. If the cam is working I will feel it hit the shim as it rotates.
You say the lock is operated by a handle on the inside, but it's a sashlock. If it’s a sashlock there should also be something to operate the bolt from the inside, thumb-turn perhaps. The handle will only operate the spring latch. If it's an internal door you could remove the handles and then snap the plug to draw the bolt back. You can do this even if the talon has broken away, with a little manipulation. If external, is there a letterbox where you can use a letterbox tool to open from the inside? Okay, a flat front door, so probably no letterbox? As in the post I just done it is more than likely either a talon problem, or a cam problem. The lock should have a thumb-turn on the inside (fire regulations), but won't make a difference if there is no letterbox. Before snapping the cylinder I would pick the plug, then insert a thin hook pick down the side of the plug to lock into the cam, and try to unlock from there. To make sense of that the same technique for a key on the inside or a thumb turn.
